DEMOCRATIC REPUBLIC OF TIMOR-LESTE IV CONSTITUTIONAL GOVERNMENT SECRETARY OF STATE COUNCIL OF MINISTERS PRESS RELEASE MEETING OF THE COUNCIL OF MINISTERS OF 7 JANUARY 2009

The Council of Ministers met this Wednesday, 7 January 2009, in the Meeting Room of the Council of Ministers, at the Government Palace in Dili, and adopted:

1 - Convention of the Status of Stateless Persons
The Convention on the Status of Stateless Persons of 1954, on the legal status to stateless persons, seeking to assure them fundamental rights and the prohibition of discrimination.
In short, the Convention recognizes the legal status of Stateless Persons.

2 - Convention for the Reduction of Cases of Stateless Persons
The Convention for the Reduction of Cases of Stateless Persons of 1961, presents legal frameworks that the signatory states can take to reduce these situations. This convention is justified by the lack of a legal regime for Stateless Persons.

3 - Proposed Law on International Treaties
Taking into account the degree of importance attributed to the international relations, of extreme importance is the need for international procedures for the conclusion of treaties, while
frameworks established between the key subject of International Law.

This Act governs the process of completion of the Treaties International from the part of the Timorese State.

4 - Agreement on the Establishment of Privileges and Immunities of Delegation of the European Commission

This agreement defines the terms of the establishment, in the territory of Timor-Leste, a delegation of the European Commission and their privileges and immunities. Thus, it is strengthened and consolidate the relationship of friendship existing between the European and the Democratic Republic of Timor-Leste.

5 - Proposed Law on the use of Red Cross Emblem
This Act seeks to regulate the protection of the emblem of the Cross Including the Red the Red Cross, the Red Crescent and Red Crystal, and the protection of the name "Red Cross", "Red Crescent" and "Red Crystal". It also aims protect the distinctive signs that identify the units and medical transport.

By adopting this law aims to compliance with the Conventions of Geneva and its additional protocols, as well as compliance Regulations on the Use of the Emblem of the Red Cross or the The Red Crescent National Societies. Thus it implements the Decree Law 6 / 2005 of 14 September 2005, which recognizes the Red Cross of East Timor.

The Council of Ministers also examined:

6 - Proposed revision of the EDTL tariff
The government discussed the possible amendment of tariffs for energy electricity and other uses and additional services for consumers connected to public distribution of energy.
