DRC: Less than 10% of tractors received are used in agriculture

The agricultural mechanization program began three years ago, with Norbert Basengezi as Minister of Agriculture. Everybody deplored the bad distribution of these tractors. The current Minister wants to put the clock on time. Does he succeed? The question remains.
