"For behold, I have somewhat to say unto them by the way of condemnation; for behold, ye yourselves know that ye have been appointed to gather together men, and arm them with swords, and with cimeters, and all manner of weapons of war of every kind, and send forth against the Lamanites (people of color), in whatsoever parts they should come into our land."

In this verse, one of the Mormon leaders is scolding one of the towns for not arming themselves against the people of color in this fictional race war. "Arm yourselves, start a militia because of fear of people of color invading their neighborhood." "Have your own vigilante neighborhood watch because the cops aren't doing their job of preventing those thugs from being in our neighborhood."
This verse propagates fear-mongering. Persuading people to buy guns by scaring people into believing that there will be a race war is absolutely preposterous. However, the NRA makes a good profit due to this type of fear.
