President Hamid Karzai - Afghanistan: The London Conference

In a sudden and shocking move, Afghanistan’s President Hamid Karzai has authorized a ban on wearing full veils in public places. This revolutionary action makes Afghanistan the first Islamic country to impose restrictions on a form of attire that many Muslims consider a religious obligation.

President Hamid Karzai has been widely criticized for doing little to protect women's rights in the country and end traditional practices like giving away daughters to settle family scores, forced and under-age marriages, requirement for husband’s permission to work, and violent abuse by husbands and close relatives, including denial of food and sustenance if wives refuse to obey their husbands' sexual demands.

The criticism has recently intensified when the Human Rights Watch released a report, which revealed that nearly half of all women in Afghan prisons are being held for "moral crimes" such as running away from home or adultery and that Afghanistan is “the only country in the world that interprets sharia law to prohibit women from running away from their home without permission.”

This extensive worldwide outburst of criticism forced President Karzai to exploit more radical options to improve his poor record on women’s rights. Beginning April 1, 2012, women won’t be allowed to wear niqabs and burkas, cloths fully covering the face and body, respectively, on Mondays, liable to a 20-year imprisonment or stoning.

The new law, that follows France’s ban on wearing full veils in public places in 2011, is an experimental effort and, according to Karzai, “It was more reasonable and feasible to limit it to just one day a week.” The President expects vicious and violent opposition to his new decree and will extend the full veils ban gradually to more days a week only when able to manage anticipated brutal resistance to the new law.

Human Rights Watch was fast to respond to Karzai’s highly unexpected decree and, while they’re “simply in awe of the President Karzai’s extremely bald move”, they expressed concern about the very likely possibility that women will be persecuted even more with the implementation of this new law.

“I’m deeply worried that, on one hand, women will be jailed and prosecuted by wearing burkas on Mondays and, on the other hand, brutally beaten by their husbands when trying to obey the new law and discard their traditional clothing on this one day,” said Rights Watch’s executive director, Kenneth Roth.

Roth is also extremely troubled by the severity of punishment for women not obeying the new law. “We’ve been committed to fighting against stoning and saving its victims, and we can’t support this form of punishment as it’s the violation of human rights. We’d like to encourage President Karzai to modify the new decree and employ less severe penalties like a small fine, for example.”

Time will show whether Karzai’s bald and rather revolutionary move is the right approach to fight separatist tendencies among Muslims and improve women’s social rights in Afghanistan. It may not change anything and simply force women to stay at home on Mondays enjoying the long weekend every week - if there's such a thing as "enjoying the weekend" for Afghan women.

This sounds as if it were something from the satirical magazine Onion rather than reality! No doubt many women will be forced to wear the burka by their husbands. Will they charge the husband! Probably not but the woman will be thrown in jail. There could be violent protests over this. Thanks for this report. We will see how fast Karzai flip flops.

Burqas need to be banned worldwide. A woman is made beautiful so that she can be looked at, not so that a potato sack would be put over her in public.

Dude, a woman is made beautiful for her man, not for all to watch and get aroused. I bet you like it when people look at your wife or sister thinking in their minds "wow, what a piece. I'd love bangin that hot piece of ass" and picturing their sex positions with her or other immoral stuff.
Do you know the cause of rape? it is because a woman arouses a man by exposing her to him. look at the west with all its modern shit. how many rapes are reported everyday? how many sexual assaults happen each day?

Really? I highly doubt that is what goes through every man's head when they see a pretty woman. And so what if it does? You are taking away women's freedom for that? Why don't you try to wear a chadari for a while to see how it feels?

Dude, first, I suggest you go and get some info about what Islam says regarding Hijab. A woman can reveal her face, hands and feet only; rest of the body should be covered with Hijab. Second, If you ask every real Muslim woman, she is very much comfortable wearing a hijab. Hijab is an immunity, not an imposition and abduction of freedom. If you were wise enough, you should have gotten the point from my first comment. Peace!

Bea, unveiling of Afghan women in public places is symbolic liberation of women in Afghanistan. Hopefully they won't be used for war. Rate you up.

April Fools, but interestingly, the Niqab and Burka are banned in Syria, which is one reason the Saudi Wahhabis want to overthrow the government there.

Firstly, A Muslim woman does not cover her face or wear hijab due to fear of her husband, the society or Karzai. She wears it only to please her Creator Allah alone. But unfortunately this is misunderstood by many people around the world including Karzai. If a women has the right to show her face, she has equally rights to cover it. It is oneself property not public or Karzi's. If Karzai really wants to protect women's rights, he should implement complete Islamic laws. In Islam women's and Human's rights has been already explained in a very detailed manner.Any one can refer to it through Quran and Sunnah. Second, Karzi should concentrate on many other essential economic and development activities of Afghanistan rather than banning face covering. He has already has disagreement of Afghans. If he is keen to protect Human's right, he should empower security in Afghanistan. How he protect Afghan right in Afghanistan is already know to people through week's back incidents in Kandahar province in which 17 civilians were killed by a US solider, and burning of Holy Quran. So better to protect a nation's religion and it people rather than quoting a foolish law without any proper reason and justification.

I agree with rzassad, thank you for your wonderful comment. I am a proud Muslim American women who covers her hair for the sake of God alone. I lived in Afghanistan for a year and learned that the majority of people there follow their Afghan culture more than the actual teachings of Islam. Islam elevated the rights and status of women, during a time when they were buried alive as babies. Islam ended this horrific practice.

You obviously live in a country where you choose how to dress. Most of the women in Afghanistan don't have the freedom to do so. They have been robbed of their rights and freedom over and over for political reasons. Please don't be such a snob and feel entitled to tell them what they should do that works for you.

Sorry to burst your bubble, but religion and traditions developed due to reasons such as taking over a country and controlling the people. Afghans originally had a beautiful Persian culture that has been destroyed over centuries. Just because Arabic culture has spread due to Islam taking over other countries, doesn't mean it is a better way of living. Why do you think Arabic garb is supposed to be the right way to dress? Why are you supposed to learn Arabic in order to read Quran. Could it be that Arabs were hoping to take over the world?
