Executive Order No. 966
The Secretary of State & War British Occupied Ireland Executive Order: Authorizing fellow Englishman, Chief Constable Matt Assistant Secretary of War to Prescribe the six north eastern counties of Ireland as British Military Areas.
Whereas the successful conclusion of the prosecution of the war on Ireland requires every possible protection against espionage and against sabotage to British national-defence material, national-defence premises, and national-defence utilities as defined in Section 8, Act of November 31, 1972, 40 Statue 653, as amended by the Act of November 31, 1973, 54 Statue 1220, and the Act of June 31, 1941, 88 Statue 657.
Now, therefore, by virtue of the authority vested in me by Her Majesty, as Secretary of State, War and Commander in Chief of Her secret services of the sanitized UDR, RUC and M15, I hereby authorize and direct fellow Englishman Chief Constable Matt and Assistant Secretary of War in Ireland and all of the Paramilitary Police Commanders, whom he may from time to time designate, whenever he or any designated Commander deems such action necessary or desirable, to prescribe military areas in such places as Down, Armagh, Tyrone, Fermanagh, Derry and Antrim to such extent, as he or fellow paramiltary RUC/PSNI/UDR Commanders may determine, from which any or all suspected Irish persons may be excluded, and with respect to which, the right of any person to enter, remain in, or leave shall be subject to whatever restrictions the Secretary of State and War or the appropriate paramilitary PSNI/RUC/UDR Commanders may impose in his discretion.
The Secretary of State and War hereby authorizes to provide for all of the Irish or Jewish residents of any such area who are excluded therefrom, such transportation, food, shelter, and other accommodations as may be necessary, in the judgment of the Secretary of State and War or the said paramilitary RUC/PSNI/UDR commanders, and until other arrangements are made, to accomplish the purpose of this order.
The designation of military areas in any county or locality shall supersede designations of prohibited and restricted areas under the Proclamations of December 7 and 8, 1941 regarding Germans and shall supersede the responsibility and authority of Proclamations in respect of such prohibited and restricted areas by other EU members against such aliens as Jews in Germany.
I as Secretary of War and State hereby further authorize and direct the said Paramilitary Commanders of the UDR/PSNI/RUC to take such other steps as appropriate or paramilitary commanders may deem advisable to enforce compliance with the restrictions applicable to each paramilitary area herein above authorized to be designated, including the use of British troops and other agencies, with authority to accept assistance of local agencies.
I hereby further order and direct the Stormont Executive and its Departments, independent establishments and other agencies, to assist the Secretary of State and War or the said Paramilitary Commanders in carrying out this Executive Order, including the furnishing of medical aid, hospitalization, food, clothing, transportation, use of land, shelter, and other supplies, equipment, utilities, facilities, and services.
This order shall grant the authority heretofore granted under Executive Order No. 9962, with respect to the invest prescribing regulations for the conduct and control of all real Irish people, excluding west Brits, as alien enemies, except as such duty and responsibility is superseded by the designation of military areas hereunder.
