President Barack Obama , who won Nobel Prize for peace and his eyes toward the November election , He vowed on Monday to continue the strategic arms reduction with Russia as part of his wider program of nuclear disarmament, while he warns North Korea and Iran over its nuclear dispute with the West .

President proposes to eliminate nuclear weapons and prevent another accident like the Fukushima nuclear power ,Obama has re-emphasized in a meeting with students from Hankuk University before the opening of the summit. "The danger of a nuclear attack is one of the greatest threats to global security because terrorist groups and criminal gangs trying to seize radioactive material to manufacture a" dirty bomb "nuclear arsenal and that is not properly protected, sufficient for many arms'

In a speech at the Hankuk University in South Korea before the start of the nuclear security summit in Seoul, Obama confessed to being the "moral obligation" to lead this arms cut , more than 1,500 deployed nuclear missiles and 5,000 nuclear warheads, Obama said "we can say with confidence that we have more nuclear weapons than we need."

By this agreement, the two powers agreed to reduce by 30% the number of nuclear warheads to 1,550 per country, and limited to 800 strategic delivery, as well as introducing a new system of inspections of nuclear arsenals.
