In 2007 the Senator from Delaware Joe Biden was interviewed byon Hardball where he repeatedly said " If the president were to invade Iran without Congressional approval-that is an impeachable offense " The president Joe Biden referred to was President George W. Bush. Since the day he uttered those words it is President Obama who has actually committed this act which Biden once called treasonous. It is President Obama who may now be facing this charge. Specifically, Article I, Section 8, of the Constitution reserves for Congress alone the power to declare war, a restriction that has been tested in recent years, including Obama’s authorization of military force in Libya.
Walter B. Jones Jr., (R)N.C., introduced the House concurrent resolution 107 declaring that if the president uses offensive military force without authorization of an act of Congress, “it is the sense of Congress” that such an act would be “an impeachable high crime and misdemeanor.”

Tancredo said that is what he believes prompted Congressman Walter Jones to introduce a resolution that re-affirms such behavior as an "impeachable high crime and misdemeanor" under the Constitution, specifically, Article I, Section 8, of the Constitution reserves for Congress alone has the auhority to declare war, a restriction that has been sorely tested in recent years, including Obama’s authorization of military force in Libya.told
