The Federal Government of Australia had initiated diplomatic talks with the Japanese Government over the release of two anti-whaling activists. The two activists boarded without permission on a Japanese security ship, in order to force it to return them to Australia, and hence cease tailing Steve Irwin, an anti-whaling ship.
