Although many criticized the Ministry of Commerce will continue to forward the plan to print 1000 berskor TOEFL 600 civil servants because it was considered important to boost the economic benefits of trade and investment in diplomatic Indonesia.
The minister said Gita Wirjawan English proficiency is a fundamental part of efforts to win the economic competition of the world, in Asia where many countries already had a high capability for it.
"This is highly correlated with performance (Ministry) as a whole, let alone for the Ministry of Commerce should be able to exist in the global community," said Gita in an interview with the BBC's Indonesia, Dewi Safitri.
To support the Ministry of Trade's target budget allocates Rp 6 billion in the form of English language proficiency training funds for employees.
Of the approximately 3,000 employees in the ministry, including the new 150 are known to have high TOEFL score of 500, 12 others over 600.
As a result the target transforming 1,000 civil servants with a score of English language skills equivalent to doctoral level graduate students were much welcomed criticism as 'ambitious' and almost impossible to be fulfilled.
Yet others argue Gita.
"Why not (600)? What had to be 300? Empirical or not, it can (already proved) in the BKPM," said Gita, exemplifies the same situation that happened in the Capital Investment Coordinating Board (BKPM), which led several years ago.
Of the 580 employees BKPM then, according to the Gita now has 258 employees escaped with a TOEFL score of 600.
Criticism and opposition to this strategy, according to Gita who graduated from Harvard University in the U.S., it shows disdain for the ability of civil servants.
"They assume that civil servants can not afford it, and it offended me," added the man was a graduate of Harvard
